What Is Weatherization?
Weatherization improves your home’s energy efficiency and safety through upgrades like:
- Attic, wall & floor insulation
- Air leak sealing (around windows, doors, ductwork)
- Energy-efficient lighting upgrades
- Furnace and water heater improvements
- Smoke & carbon monoxide detectors
- Ventilation upgrades for air quality
These services are designed to lower your energy bills, improve indoor comfort, and reduce health and safety risks—especially in older homes.
Who Qualifies?
The Weatherization Assistance Program (WAP) is income-qualified, meaning households must meet income limits to be eligible. If your household income is at or below 200% of the Federal Poverty Level, you may qualify.

Indiana Weatherization Assistance Program (WAP)
The Indiana Housing & Community Development Authority (IHCDA) coordinates the WAP, offering free energy-efficiency improvements to households at or below 200% of the Federal Poverty Level. These services are income-qualified and available to both owners and renters. If you live outside of Indiana, you can usually apply through your local Community Action Agency or state energy assistance office. Learn more here.
How to Apply in Indiana:
- Visit the Indiana WAP landing page and select your county from the dropdown or interactive map.
- This connects you to your Local Service Provider (LSP)—typically your county’s Community Action Agency.
- Contact the LSP to start your application. They’ll verify income eligibility, put you on a waitlist, perform a free energy audit, and install efficiency upgrades at no cost
